COMMUNIQUÉ ISSUED AT THE END OF THE 153RD MEETING OF THE JOINT TAX BOARD (JTB) HELD ON 7TH AUGUST 2023 AT TRANSCORP HILTON, ABUJA

The Theme of the meeting was: “Harmonization and codification of taxes at the National and Sub-national levels: Key to achieving a tax friendly environment in Nigeria.”

The Board deliberated on various issues and adopted the following resolutions:

1. That a sound fiscal policy regime, and tax environment is a necessary factor required for attaining
socioeconomic development and ensuring sustainable livelihoods for the citizens of the country.

2. That the collection of taxes is a function of the statutory revenue generating authorities at the
respective tiers of government.

3. That there should be a combination of administrative and legislative interventions, as well as policy
coordination by the relevant authorities within and across the respective tiers of government, to drive
reform of the tax administration ecosystem in the country.

4. That relevant revenue authorities should take necessary steps towards ensuring streamlined revenue
collections processes through harmonization and codification initiatives,as well as integration of
collection functions to eliminate multiplicity and duplicity of collections within their jurisdictions.

5. That the Joint Tax Board should continue engagement with the State Governors, as unflinching
political will and support are critical for the success of the harmonization drive at the Sub-national
level.

6. That the Joint Tax Board reiterates her support for the utilization of technology and digital solutions
towards ensuring transparency of the tax administration processes, and optimization of revenue for all
tiers of government, in more efficient, more effective, more inclusive, and more sustainable ways.

7. That the implementation of the annual renewal of Proof of Ownership Certificate (PoC) should
continue due to its critical security implications for the management of the motor vehicle
administration database in the country.

8. That all motorists should comply with the Single Inter-State Road Tax Sticker (SIRTS) and Single
Haulage Fee (SHF) initiative for enhancing the ease of doing business within the country.
